Guidance for Food and Agriculture Vaccinations

This is intended to give you the best information we have on COVID-19 vaccinations for the Food and Agriculture sectors included in the 1B, Tier 1 prioritization. This information is gathered from our colleagues in the San Joaquin Valley, United Ag and our observations of the Administration’s actions. 

Eligibility

The consensus is that if you were designated as essential Ag in March, you are eligible under the 1B, Tier 1 Food and Agriculture. To demonstrate eligibility, we recommend using the employer letters provided to employees traveling to and from work earlier this year. Employees will also need a driver’s license or other ID to verify they are the person noted in the letter.

Where to get a vaccination

Vaccine distributions have been left to the counties, so each is different both in how they are being rolled out as well as how far along the prioritization list they have traveled. In most counties, health care providers are the first point of distribution. Several counties are also implementing mass vaccination sites such as Cal Expo, in coordination with the state. We expect to see more focus in this area. Finally, we still hear that some pharmacy chains will participate in the distribution. 

We suggest employees contact their primary health care provider for vaccination availability. We suggest employers contact the county health department to both check on larger vaccination efforts and alert them of your facility and number of Food and Ag employees who need to be vaccinated in 1B, Tier 1.

A reminder that December 11 is the deadline to apply for the Coronavirus Food Assistance Program 2 (CFAP2), which was expanded to include rice grown in California. Due to COVID restrictions and staffing safeguards processing, applications may take longer than expected. The agency offers multiple options to apply which can be found on this website.  If you choose to sign up for CFAP2 through the Farm Service Agency, keep in mind that you can place your 2021 crop under loan at the same time.

New OSHA Covid-19 Emergency Regulations for Employers

See the attached review of significant new emergency regulations adopted by OSHA. The emergency regulations will go into effect when approved by OAL no later than November 30 and possibly earlier. They require a number of new mandates for employers which will impact rice including: employee testingreporting and record keeping and exclusion from the workplace for a positive test for 14 days.
