For the last two weeks the number of true armyworm moths has declined, indicating that at this point there should be very little egg laying going on. In a couple of locations on the west and south part of the valley the number of western yellowstriped armyworm moths has increased. In the past, I have not seen western yellowstriped armyworm be a problem, I have only seen a few worms of this species in rice this year. Today the U.S. Department of Agriculture announced details regarding eligibility and payment rates for the 2019 Market Facilitation Program, which will provide up to $14.5 billion in direct payments to producers who have been affected by retaliatory tariffs resulting from the ongoing trade dispute with China. The payments will be divided into three tranches. This program is part of a broader $16 billion package support package for farmers intended to address trade damages with China. $100 million was awarded last week to 48 organizations through the Agricultural Trade Promotion Program for use in developing new foreign markets – $2.5 million to the USA Rice Federation and $210,000 to the U.S. Rice Producers Association. Up to $1.4 billion will be used for the purchase of unexpected surplus commodities and distribution to food banks, schools and other outlets serving low-income individuals through the Food Purchase and Distribution Program.READ MORE
Ballots for the election of open seats for the 2019/20 Board of Directors are in the mail. The balloting period is open for 15 days and completed ballots must be postmarked by August 9.
This year there are member and alternate seats in Districts 3, 4 and 5 and a run-off in District 2.

The deadline to certify 2019 crop acres with the Farm Service Agency (FSA) is today, July 15. Certification is required to be eligible for most FSA programs, including Market Facilitation Program (MFP), which will provide $14.5 billion in direct payments to producers who have been affected by retaliatory tariffs and the ongoing trade dispute with China. Rice has been deemed an eligible commodity for these payments.READ MORE
The monitoring results have been non-detect from June 13 to June 25. Detections were observed up to June 13, with eight exceedances of the performance goal in the drains. Fortunately, the trace amounts found at the city drinking water intakes were below the laboratory maximum residue limit. We will conclude the thiobencarb monitoring on July 16.
