Updated Farm Bill Decision Tool now available

As the deadline for growers to decide which Farm Bill safety-net program to participate in, well-known attorney Tim Kelleher has an updated decision tool that should simplify the process for growers.

Kelleher created Decision Tool II based on grower meetings where they have already updated yields (everyone should do so if possible) and made a decision to reallocate base acres or not.  Under the new decision tool, a grower can go to the first page, enter their yields, both past and estimated for future years, plus estimate future (2014-2018) prices.  Further down the page growers can enter their worst-case scenarios for future yields and prices.  Payments under all three programs are computed first on a grower’s best estimates and then under their worst-case scenarios on the Tab – “Summary”.  Instructions for working through Decision II are included which you hopefully will find easy to follow.

The USDA has announced signup for the Agriculture Risk Coverage (ARC) Program and the Price Loss Coverage (PLC) Program covering the 2019 and 2020 crop years. Updated by the 2018 Farm Bill, these revised safety net programs allow California rice growers to enroll and elect coverage in crop-by-crop ARC-County or PLC, or ARC-individual for the entire farm, for program year 2019. This election will apply for the 2019 and 2020 crop years.
